Community ObjectivesIf the level of awareness and/or interest about the issues of plastic shopping bags is low, then it may be more beneficial starting with a community education phase

On the other hand if there is already a high level of interest/commitment and there is evidence of growing numbers willing to embrace the change then it may be more strategic to take a more social change/social marketing approach. Our fieldwork would suggest that most communities are already aware of the need for change and simply need leadership and a way forward to participate
